- Pat the beef stew meat dry with paper towels and season evenly with salt and black pepper.
- In a large Dutch oven, heat vegetable oil over medium-high heat. Add beef cubes in batches, sear for 3-4 minutes per side.
- Remove beef, reduce heat to medium, and sauté minced garlic and grated ginger for about 1 minute until fragrant.
- Add soy sauce, water or beef broth, brown sugar, and rice vinegar to the pot. Stir and bring to a gentle simmer.
