Step-by-Step Instructions
  1. Preheat your oven to 180°C (350°F).
  2. Combine panko breadcrumbs with grated parmesan, adding salt and pepper.
  3. Melt butter in a large pot over medium heat, then sauté minced garlic until fragrant.
  4. Add plain flour to the garlic and cook for 1 minute to create a roux.
  5. Gradually whisk in half of the warm milk until smooth, then add the remaining milk and broth, whisking until thickened.
  6. Remove from heat and stir in cheddar and parmesan until melted.
  7. Fold in broccoli florets gently.
  8. Transfer mixture to a greased casserole dish and sprinkle with breadcrumb topping.
  9. Bake covered for 25 minutes, then uncover and bake for an additional 20 minutes until golden.
  10. Let sit for 5 minutes before serving.
