- In a skillet, heat over medium heat for about 3 minutes before adding the lean ground beef. Cook for 5–7 minutes, breaking it apart until browned and fully cooked. Add soy sauce and hoisin sauce, stirring well to combine. Continue cooking for another minute.
- Once the beef is cooked, stir in the shredded carrots and chopped bell peppers. Sauté for an additional 2–3 minutes until the vegetables are vibrant and slightly softened but still retain their crunch.
- Fill a shallow dish with warm water and soak a rice paper wrapper for about 15–20 seconds until it becomes pliable. Lay the wrapper flat on a clean surface.
- Place a few fresh basil leaves followed by a portion of the cooled beef mixture in the center of the soaked rice paper. Fold the sides over the filling and roll from the bottom upwards, creating a tight cylinder.
