- In a bowl, mix together chili powder, paprika, salt, and pepper. Coat the chicken with this spice mixture. Allow to marinate for 15 minutes.
- Heat vegetable oil in a skillet over medium-high heat. Add marinated chicken and sear for 5-7 minutes on each side until cooked. Let rest and slice.
- In a saucepan, melt butter over medium heat. Add minced garlic and cook for 1-2 minutes until fragrant. Stir in heavy cream and simmer for 3-4 minutes until thick.
- Boil water in a pot. Add ramen noodles and cook according to package instructions, about 3-4 minutes. Drain and set aside.
- In a pot, heat sesame oil. Add minced garlic and sauté for 1-2 minutes. Pour in chicken broth and soy sauce, simmer for 5-7 minutes.
- To serve, place noodles in bowls, ladle hot broth over, top with chicken, creamy garlic sauce, and garnish with green onions and chili oil.
