  1. In a heavy saucepan over medium heat, melt 4 tablespoons of butter until bubbly and fragrant. Add 1 cup of finely chopped celery and 1 cup of sliced green onions, sautéing for about 3-4 minutes until they soften.
  2. Sprinkle 1/4 cup of flour into the vegetable mixture, stirring constantly for another minute to eliminate any raw flour taste.
  3. Gently warm 2 cups of whole milk in the microwave for about 1 minute, then whisk it into the saucepan.
  4. Pour in 1 cup of heavy whipping cream along with 2 tablespoons of tomato paste, 1 tablespoon of Old Bay seasoning, and season with salt and pepper to taste.
  5. Bring the mixture to a low simmer over medium-low heat, stirring frequently to avoid sticking. Allow it to gently bubble for about 5-7 minutes.
  6. Add 1 cup of cooked shrimp and 1 cup of lump crab meat to the bisque. Gently fold in the seafood, cooking for an additional 2-3 minutes.
